12. Some permitting processes may be expedited after a hurricane or <br /> other disaster if Indian River County Commissioners declare an <br /> emergency and enact the county's emergency permitting procedures. <br /> This will depend on the extent of damage after the disaster and will <br /> conform to the policies set forth by Community Development. <br /> In general, post-hurricane permitting is streamlined to allow the <br /> replacement of existing structures with limited review. However, <br /> most construction is still subject to meeting updated building <br /> codes. Permitting of projects related to storm damage may be <br /> given priority over the processing of other work. <br /> 13. Potential applicants for the Public Assistance and Hazard Mitigation <br /> Programs have been pre-identified (a list is reviewed annually, <br /> maintained by emergency management staff and is stored in the EOC <br /> library). Those agencies will be notified, following a disaster, of their <br /> potential eligibility to apply for grant funds (via telephone and/or e- <br /> mail). To obtain maximum benefit from the information represented at <br /> the Applicant's Briefing, the county will invite representatives from: <br /> • All operational departments — i.e., public works, utilities, solid <br /> waste, law enforcement, fire rescue and administration <br /> (human resources, finance, purchasing, legal, and risk <br /> management) <br /> • Municipal governments — City of Fellsmere, Town of Indian <br /> River Shores, City of Sebastian, City of Vero Beach and Town <br /> of Orchid. <br /> • Other government entities — i.e., St. John's Water <br /> Management District and the School District of Indian River <br /> County, county constitutional officers. <br /> • Private non-profit agencies—i.e., Indian River Medical Center, <br /> Sebastian River Medical Center, VNA& Hospice Foundation, <br /> Abilities Resource Center, McKee Botanical Garden, St. <br /> Edward's School, Suncoast Primary School and Treasure <br /> Coast Homeless Service, ESF #15 (United Way) has a <br /> complete roster of private non-profit agencies. <br /> E. Debris Management <br /> 1. During the immediate recovery phase, debris will be removed from <br /> roadways, around critical facilities, and shelters in order to provide <br /> travel throughout the County. During the intermediate recovery <br /> phase, debris will be cleared and removed to designated sites <br /> throughout the County. During a major or catastrophic disaster event, <br /> such as landfall of a tropical disturbance, debris will not be moved to <br /> the landfill immediately.
