each ESF to ensure that actions taken and costs incurred are <br /> consistent with missions identified in the Plan. <br /> Each agency should maintain detailed records of the following types <br /> of costs, which may be incurred in providing requested assistance: <br /> • Wages (regular and overtime), travel, and per diem of <br /> permanent and temporary state agency personnel assigned <br /> solely to provide assistance; <br /> • Costs of work, materials, and services procured under contract <br /> to support implementation of recovery efforts; <br /> • Costs of materials, equipment and supplies (including <br /> transportation, maintenance, repair, etc.), from regular state <br /> agency stock; <br /> • Costs incurred which are paid from trust, revolving, or other <br /> funds, and whose reimbursement is required by law; and <br /> • Other costs incurred to provide assistance or otherwise <br /> facilitate recovery efforts, as directed by the Governor's <br /> Authorized Representative. <br /> Recognizing the fact that in the event of a catastrophic event, existing <br /> staff resources may be exhausted, temporary staff may be sought. <br /> Any requests for temporary staff will be submitted to the county <br /> Human Resources Director through the Emergency Management <br /> Director. The county has a disaster emergency employee policy <br /> (Resolution Number 91-55)whereas every county employee must be <br /> available to perform his/her duties during a disaster. If county <br /> employees are unable to perform at their own jobs, they will be used <br /> by emergency management in a disaster capacity. County staff will <br /> always be utilized before seeking outside sources. <br /> 11. Once structures, buildings and homes have been severely damaged, <br /> and/or had power cut off in impacted areas, power can not be <br /> restored until inspected by a certified electrician. Indian River County <br /> building department inspectors will notify the appropriate agencies of <br /> reinstatement of electrical service. All buildings damaged must be <br /> permitted for rebuilding or restoration and all new work must be up to <br /> current codes. If a building is more that 50% damaged, it will be <br /> brought up to current codes. Condemnation of severely damaged <br /> buildings and structures will be accomplished when they become a <br /> risk to the public. <br /> Indian River County Comprehensive Emergency Management Plan Annex IA- Page 18 <br />
