12. Indian River County Geographic Information Systems '(GIS) <br /> Department - Will serve as technical specialists for mapping needs <br /> and will coordinate the damage assessment for the county. <br /> C. The concept of operations that will be used to administer recovery activities <br /> is detailed in Annex III (RIAT SOP) attached to this document. <br /> D. The roles, duties, and responsibilities of the lead and support agencies are <br /> described in Annex I(Response Functions) attached to this document. <br /> 111 RECOVERY FUNCTIONS <br /> (More specific information can be found in Annex III Damage Assessment, <br /> included with this document). <br /> A. Damage Assessment Functions <br /> 1. Following any major or catastrophic disaster, a rapid assessment of <br /> local damage and victim needs is essential in determining the critical <br /> resources needed to support disaster victims.The estimates received <br /> during the pre-event recovery stage and the immediate recovery <br /> phase will determine the amount of aid received by state and federal <br /> agencies. The Indian 'River County GIS Department (as support <br /> agency for ESF #5) is 'responsible for coordinating initial damage <br /> assessments with the Indian River County Property Appraiser's office <br /> to calculate damage assessment for the entire county. It is <br /> paramount that each of the municipalities coordinate damage <br /> assessment with the EOC in order to provide state and federal <br /> agencies with accurate disaster event damage assessments. A <br /> current inventory of personnel, data, equipment and vehicles that will <br /> be used for damage assessment is kept on file in the Property <br /> Appraiser's office. <br /> 2. In order to become eligible for Federal Disaster Relief funding, Indian <br /> River County must perform a Preliminary Damage Assessment <br /> (PDA). A PDA is the process used to determine the magnitude and <br /> impact of the state's damage. A FEMA/state team will usually visit <br /> local applicants and view their damage to determine the scope of <br /> damage and estimate repair costs. The results of this survey are <br /> used to help determine the need for Federal involvement in the <br /> recovery process. The Emergency Management Director, or his <br /> designee, will be the initial point of coordination between <br /> county/state/federal agencies and will oversee all damage <br /> assessment reports.
