III. PRE-DISASTER HAZARD MITIGATION ACTIVITIES <br /> Pre-disaster hazard mitigation activities are specifically addressed in Indian River <br /> County's formally adopted Local Mitigation Strategy (LMS) and consistent with the <br /> Scope of Work developed for the contract with the Department of Community <br /> Affairs. The LMS is on file in the office of Emergency Management. <br /> IV. SPECIFIC DISASTER-SCENARIO MITIGATION FUNCTIONS <br /> A. Mitigation Assessment Function <br /> An Interagency Hazard Mitigation Team (1-Team) will be activated <br /> immediately following a Presidential Disaster Declaration (by phone/e-mail) <br /> an directed to report to the EOC. The I-Team is comprised of <br /> representatives from federal, state, and local government. The Emergency <br /> Management Director is responsible for identifying appropriate County <br /> representatives for the I-Team. The I-Team has the primary responsibility for <br /> providing emergency mitigation assessment. Municipal governments will <br /> serve a support role and will be encouraged to be involved in mitigation <br /> assessment. <br /> 1. As lead agency, the Indian River County Emergency Management <br /> Division will determine the impacted areas to be surveyed by the (- <br /> Team. The I-Team will then identify opportunities for hazard <br /> mitigation within the disaster area(s), focusing on those areas that are <br /> addressed primarily in the state hazard mitigation, and identify <br /> possible measures that are funded under the hazard mitigation grant <br /> program. <br /> 2. The I-Team leader has the responsibility of coordinating between the <br /> lead and support agencies/organizations. <br /> 3. The I-Team leader is also responsible for maintaining and updating <br /> the mitigation assessment resource inventory (data, personnel, <br /> equipment and vehicles) provided by each support agency on the (- <br /> Team. County assets are inventoried routinely(at least annually)and <br /> are maintained and stored in the EOC library. <br /> 4. It can safely be assumed, depending upon the magnitude of the <br /> event, that resource shortfalls will be encountered.
