L. Hazard mitigation will include but not be limited to the following: <br /> 1. Making recommendations for zoning, building or land use controls in <br /> order to reduce or eliminate disasters or their impacts. <br /> 2. Providing assistance in the prevention of disasters caused or <br /> aggravated by inadequate planning for and regulating public and <br /> private facilities and land use. <br /> 3. Providing information and assistance to County residents relative to <br /> hazard mitigation, including notification of possible funding for <br /> structural hardening (i.e., LMS funding sources). <br /> M. Hazard mitigation is a continuous process that is broken into two cycles; pre <br /> and post mitigation. Consequently, there are grants available for both pre <br /> and post event. Pre mitigation funding can be applied for through several <br /> methods. The state competitive grant program is one method that is open to <br /> all local governments through the Emergency Management Preparedness <br /> and Assistant Trust Fund Grant which is offered annually. The second <br /> method is through the Corps of Engineers for flood/coastal programs that <br /> have created problems in the past. This program is applied for through the <br /> Corps of Engineers District Office and is also offered on an annual basis. <br /> Post mitigation funding will be those priorities and procedures as established <br /> during the Mitigation Applicant briefing and the guidelines published by the <br /> state. Basically, the priorities will be to establish a method of mitigation for <br /> any future occupance of the same event. The Indian River County <br /> Emergency Management Division has information available on all programs <br /> and will provide grant information to all eligible applicants each time it <br /> becomes available. <br /> N. The Indian River County Land Development Regulations (LDR)provides the <br /> Board of County Commissioners local authority to issue temporary <br /> emergency permits in accordance with the Board approved fee schedule. <br /> This will be done by the Community Development Director or his designee. <br /> Where applicable will be subject to the final approval <br /> of the state agencies having jurisdiction.
