The purpose of the ordinance is to allow <br /> development to occur while maintaining the functions of the <br /> floodplain to the maximum extent feasible, while providing for <br /> protection of life and property, <br /> C. The adoption of County Ordinance No. 86-21, entitled "Coastal <br /> Construction Code", to provide minimum standards for the <br /> design and construction of buildings and structures(other than <br /> coastal protective structures)and to reduce the harmful effects <br /> of hurricanes and other natural disasters occurring along the <br /> coastal areas of the County. <br /> d. The adoption of the 1978 FDNR Coastal Construction Control <br /> Line (C.C.C.L.) as the line of construction prohibition to help <br /> decrease potential storm damage and protect upland property. <br /> e. The Indian River County Land Development Regulations <br /> requirement that all new construction and significant renovation <br /> efforts meet current codes. <br /> f. The Emergency Management staff attending meetings(Public <br /> Service Advisory Council, Planning and Zoning Board, <br /> Metropolitan Planning Organization, DRI reviews, etc.) to <br /> provide input for building issues relative to public safety as well <br /> as assisting with the guidance of long-term redevelopment. <br /> g. The advertising of community development meetings which <br /> encourages broad-based local participation to help guide long- <br /> term redevelopment. <br /> h. The Land Acquisition Advisory Committee purchases <br /> environmentally sensitive lands formerly zoned and/or platted <br /> as buildable properties.
