1. Compliance with Administrative Rules 9G-6 and 9G-7, Florida <br /> Administrative Code (F.A.C.), requirements for local comprehensive <br /> emergency management plans to identify problem areas and planning <br /> deficiencies relative to severe and repetitive weather phenomenon, <br /> and to identify pre-and post-disaster strategies for rectifying identified <br /> problems; <br /> 2. Universal points from the National Flood Insurance Program's (NFIP) <br /> Community Rating System (CRS) Program for developing a Flood <br /> Plain Management Program, which may help further reduce flood <br /> insurance premium rates for property owners; <br /> 3. Access to FEMA's Federal Mitigation Assistance (FMA) grant <br /> program, which provides funding for pre-disaster mitigation projects <br /> and activities; and <br /> 4. Identify and prioritize projects for funding under the State of Florida's <br /> Residential Construction Mitigation Program, to help reduce losses <br /> from properties subject to repetitive flooding damage. <br /> 5. Copies of the LMS can be found in the Board of County <br /> Commissioner's office, Clerk to the Board office and the Department <br /> of Emergency Services. <br /> K. Problem areas and planning deficiencies exacerbated by repetitive weather <br /> phenomenon do exist within Indian River County. Those areas include <br /> structures located within areas of the County built prior to the adoption of <br /> building codes, coastal wetlands, and those structures physically located <br /> east of the 1978 Coastal Construction Line. These areas have been <br /> identified by the Indian River County Community Development Department <br /> and are addressed in the Indian River County Comprehensive Plan <br /> (approved by the Florida Department of Community Affairs). <br /> 1. Strategies for rectifying the above identified problem areas in Indian <br /> River County and mechanisms which will help guide long-term <br /> redevelopment include: <br /> a. The adoption of building, electrical and plumbing codes(1968); <br /> b. The adoption of County Ordinance No. 87-12 (as amended), <br /> entitled "Storm Water Management and Flood Protection", <br /> Indian River County Comprehensive Emergency Management Plan Annex 11 - Page 4 <br />
