9. ITEMS REQUIRED TO DETERMINE SUBSTANTIAL <br /> DAMAGE/IMPROVEMENT <br /> Applicant must submit the following: <br /> a. Complete the attached application. <br /> b. Detailed Cost of Improvement/Reconstruction <br /> Estimate affidavit, signed by a General Contractor <br /> and a copy of his license certificate. <br /> C. Elevation certificate or elevation survey. <br /> d. Current photos, or photos before and after the storm <br /> (if available). <br /> e. Floor plan drawing (if available). <br /> f. Owner's affidavit signed and dated. <br /> g. Contractor's affidavit signed and dated. <br /> V. RAPID IMPACT ASSESSMENT TEAMS (RIAT) <br /> Without an understanding of the impact of a disaster, prompt assistance <br /> is virtually impossible. To fill this void, the State of Florida developed the <br /> concept of sending in small, highly mobile, self-sufficient teams of subject <br /> matter experts to augment local officials in assessing damage and victim <br /> needs immediately following a major or catastrophic disaster. These <br /> teams are called Rapid Impact Assessment Teams (RIATs). <br /> An immediate ground and air assessment of the impacted area is <br /> essential to determine the critical resources needed to support disaster <br /> victims. To accomplish this, the State will, if able, deploy a Rapid Impact <br /> Assessment Team (RIAT) or Teams to the disaster area to carry out an <br /> initial assessment and report the critical victim needs to the Emergency <br /> Management director, or his designee. The RIAT is intended to augment <br /> and assist Indian River County officials in their assessment, not replace <br /> their capability. <br /> The Florida Division of Emergency Management has established SOPs <br /> for the deployment of RIAT personnel to counties impacted by a disaster. <br /> The RIAT/RRT can provide support to the impacted County's EOC, help <br /> manage staging areas, manage donated goods and unaffiliated <br /> volunteers, or other activities as agreed with the State EOC. <br /> Indian River County Comprehensive Emergency Management Plan Annex III - Page 19 <br />
