V1. RIAT MISSION <br /> The RIAT will, jointly with the Indian River County Division of Emergency <br /> Management, determine immediate victim needs (food, water, medical, <br /> shelter, security) and impact to infrastructure (utilities, public works, <br /> communications, transportation and emergency services) at the earliest <br /> possible time following a major or catastrophic disaster and report this <br /> information directly to the Emergency Management director, or his <br /> designee, and the State EOC for action. RIATs are not tasked or <br /> organized to devise disaster related solutions; their sole mission is to <br /> define the magnitude of the problem and identify immediate resource <br /> requirements. The Florida Division of Emergency Management (FDEM) <br /> and Emergency Support Function #5 (Planning and Information) at the <br /> State EOC determine the necessary corrective action and coordinate <br /> resources to alleviate the RIAT identified problems. <br /> VII. RIAT ORGANIZATION <br /> A RIAT is a small group of civilian and military personnel possessing the <br /> expertise to make accurate assessments of the immediate resources <br /> required to save lives, prevent human suffering, and mitigate additional <br /> property damage. Whenever possible, RIAT assessments are made in <br /> coordination with the County Division of Emergency Management; <br /> however, when Indian River County is unable to function due to disaster <br /> related damage, RIATs are prepared to act independently. <br /> A. RIATs will have, as a minimum, a representative from the following <br /> agencies: <br /> - Department of Community Affairs - Team Leader <br /> - Florida National Guard (FLNG) officer-in-charge (OIC) and <br /> two communications specialists <br /> - Florida Department of Health - Medical <br /> - American Red Cross - Mass Care <br /> - Florida Department of Law Enforcement - Security <br /> - Department of Transportation - Transportation <br /> - Department of Management Services - Communications <br /> - Department of Insurance - Fire, search and rescue <br /> - Department of Environmental Protection - Potable water and <br /> hazardous materials <br /> - Electric Utilities Representative - Electric Power <br /> Indian River County Comprehensive Emergency Management Plan Annex III - Page 20 <br />
