CITY <br /> 1. In the eventuality of an outage or failure at one of the City PSAPs the <br /> Primary County Warning Point has been identified as the alternate PSAP <br /> for the City until such time they are able to re-establish communications <br /> at the Emergency Operations Center back up PSAP. <br /> C. STATE <br /> The Florida Division of Emergency Management, through ESF-2 <br /> Communications can provide resources to augment local capabilities, <br /> when needed. <br /> IV. CONCEPT OF OPERATIONS <br /> A. GENERAL <br /> 1. Normal Operations <br /> The Primary County Warning Point will maintain the capability to support <br /> normal operations. <br /> 2. Emergency Operations (Response) <br /> a. The Primary County Warning Point will be notified of all incidents <br /> as per the Emergency Notification Matrix. The Matrix indicates <br /> which situations should be considered priority response for 9-1-1, <br /> Law Enforcement, Fire, EMS and Emergency Management. <br /> b. Notification of Emergency Management will be done based on <br /> the Incident Commander's request, any situation beyond a <br /> D-2 <br />
