D. State of Florida Division of Emergency Management <br /> The Florida Division of Emergency Management (FDEM) operates the State Emergency <br /> Operations Center which also serves as the State Warning Point (SWP). The SWP is a <br /> 24/7 operation and serves to provide a single point of information and warning <br /> dissemination to Federal, State, and/or Local governmental officials. The Division also <br /> provides, operates and maintains and monitors the ESATCOM voice and data <br /> communications system as well as being the primary State entry point for Emergency <br /> Alert System (EAS) messages. <br /> E. Federal Government Emergency Alert System (EAS) <br /> The Federal Government is responsible for maintaining the EAS and securing <br /> cooperative agreements among the Department of Homeland Security, the National <br /> Weather Service and the states in order to allow the dissemination of local emergency <br /> messages via this system. <br /> F. National Weather Service NOAA Weather Radio System <br /> The National Weather Service is responsible for the preparation and issuance of severe <br /> weather forecasts and warnings designed for the protection of life and property of the <br /> general public. They are responsible for the operation and maintenance of the NOAA <br /> Weather Radio System. <br /> III. CONCEPT OF OPERATIONS <br /> Communication, notification and warning methods used by Indian River County are <br /> numerous and can be divided into two categories, primary and secondary systems. <br /> Primary systems are those systems that may be used in normal daily situations or those <br /> which are first choice because of largest reach to intended recipients. Secondary <br /> systems can be considered backups to some primary systems or have a smaller, more <br /> specialized audience or use. <br /> Since scenarios requiring notifications and warnings are so different and developing <br /> situations so dynamic there is no rule that says that every method will be employed for <br /> every situation. That final decision process is left up to the entity issuing the notification <br /> or warning. <br /> C-3 <br />
