2. The shelter manager is responsible for all formal messages from the <br /> hurricane shelter. The American Red Cross Director, or a <br /> representative, will be responsible for all formal messages from the <br /> Red Cross Headquarters (HQ). The Emergency Services Director, <br /> and/or his designee, will be responsible for all formal messages from <br /> the EOC. Have the shelter manager sign the message form <br /> before transmission. <br /> 3. The message form that will be used in the shelters is the Indian River <br /> County Emergency Operation Message Form (See Attachment#8). <br /> 4. The message form that will be used to send messages into the <br /> National Traffic System (NTS)will use the standard ARRL Radiogram <br /> (See Attachment#9). <br /> 5. All incoming and outgoing communications between the <br /> communication's room and the EOC will utilize the E-Team software. <br /> The Indian River County Emergency Operation Message Form will still <br /> be available as a back-up logging system as well as a tracking <br /> mechanism for locations other than the EOC (Red Cross HQ, <br /> Shelters, etc.). The radio log is used to keep track of not only radio <br /> traffic, but any problem or events that happen at your location. Radio <br /> traffic includes who you talk to and when, it's also the place to write <br /> down problems (i.e., the manager wants the radios in a room too far <br /> away to be useful). <br /> Write comments as short possible and place all time in the twenty- <br /> four (24) hour format: <br /> Midnight = 0000 <br /> 6:00 a.m. = 0600 <br /> Noon = 1200 <br /> 6:00 p.m. = 1800 <br /> 11:00 P.M. = 2300 <br /> 6. When passing messages, first check in with the NCS to list your traffic <br /> and its destination. The NCS will then make contact with the shelter, <br /> EOC, or Red Cross Headquarters that your message is going across. <br /> Then the NCS will assign to a frequency to pass your message on, <br /> remember to check in and out of the net with the NCS. <br /> REMEMBER: NCS HAS CONTROL OF THE NET.
