G. PURPOSE OF PROCEDURES <br /> The purpose of this document is to explain the concept of operations of the <br /> Radio Amateur Civil Emergency Services (RACES). A RACES network is <br /> needed to supplement other emergency management communication <br /> systems. During natural or technological emergencies, it is essential that all <br /> channels of communication be available, including a recognized amateur <br /> radio network, to handle communications within the State of Florida, and with <br /> other states and federal government agencies. <br /> H. SCOPE <br /> The scope of these procedures includes responsibilities of agencies and <br /> personnel operating the RACES network at the state and local government <br /> levels. <br /> I. RESPONSIBILITIES - FLORIDA DIVISION OF EMERGENCY <br /> MANAGEMENT (FDEM) <br /> 1. FDEM is the designated coordinator of the Radio Amateur Civil <br /> Emergency Services (RACES) Plan. It will maintain data and make <br /> necessary changes or modifications to the Plan. The Division will also <br /> be liaison between Florida county governments and the federal <br /> government. <br /> 2. The FDEM Director has the authority to activate the statewide RACES <br /> network. <br /> 3. The State RACES Officer is responsible for: <br /> a. Coordinating message traffic and maintaining net control while <br /> the network is activated; <br /> b. Assuring that a roster of RACES members that are registered <br /> by County Directors is maintained by the Division; <br /> C. Assuring operating procedures are followed; <br /> d. Conducting regular tests statewide in compliance with F.C.C. <br /> rules and regulations; and <br /> e. Assuring that operations capability is maintained at the SEOC <br /> and the alternate SEOC. <br /> f.
