J. RESPONSIBILITIES - INDIAN RIVER COUNTY DEPARTMENT OF <br /> EMERGENCY SERVICES <br /> The Indian River County Department of Emergency Services Director, and/or <br /> his designee, shall develop and operate a county RACES program by: <br /> 1 Designating a F.C.C. licensed amateur radio operator as the county <br /> RACES coordinator; <br /> 2. Selecting and registering county RACES members to operate in the <br /> county network. <br /> 3. Providing to FDEM with a list of members in the county RACES <br /> network; <br /> 4. Assuring that the county RACES network is operated in compliance <br /> with applicable F.C.C. rules and regulations, and with state and <br /> county operating procedures; <br /> 5. Selecting at least one (1), but not more than five (5), State RACES <br /> communicators who will participate in the daily statewide RACES <br /> tests. <br /> NOTE: <br /> Only one (1) communicator per county shall answer for the county <br /> each day. <br /> 6. Activating the county RACES network when a need exists for <br /> emergency communication within the county. (FDEM approval is not <br /> required, but the State shall be notified of county RACES activation). <br /> K. ACTIVATION CRITERIA <br /> FDEM may activate any part of the statewide RACES network when: <br /> 1. A local, regional, or statewide emergency situation necessitates the <br /> need for alternate communications links; <br /> 2. A county requests activation to support local emergency operations; <br /> 3. A county shall activate RACES when directed by the state for the <br /> purpose of improving the exchange of information between the state <br /> and county or counties experiencing an emergency; or <br /> Indian River County Comprehensive Emergency Management Plan Annex VII - Page 25 <br />
