Director Burke and Utility Finance Manager Cindy Corrente <br /> answered questions from the Board regarding the current <br /> condition of existing meters, future technology, related <br /> infrastructure and associated costs involved in implementing <br /> the new system. <br /> Commissioner O'Bryan and Vice Chairman Flescher <br /> expressed their concern over the excessive amount of hours <br /> that are being requested to put together Request for <br /> Proposals (RFP) and contract negotiations for information <br /> that should be readily available from other jurisdictions. <br /> ON MOTION by Vice Chairman Flescher, SECONDED by <br /> Chairman Solari, the Board directed staff to: (1) work with <br /> Langham Consulting to formulate and create a Request for <br /> Proposal (RFP) for an Advanced Metering Infrastructure <br /> (AMI) Project that encourages the widest possible industry <br /> response in order to provide the County with the best possible <br /> solution; (2) for Langham to work with staff and assist in <br /> contract negotiations with a vendor for a pilot project and <br /> potential AMI conversion; and (3) return to the Board with a <br /> contract for final approval at a future Board meeting. <br /> 13. COUNTY ATTORNEY MATTERS <br /> 11:39 A. Humiston Park Parking Lot— County Deed to City of Vero Beach <br /> a.m. (memorandum dated June 2, 2016) 171-176 <br /> ---------------------------------------------------------------------------------------------------------------- <br /> County Attorney Dylan Reingold recalled the Board's direction from <br /> the Board meeting on April 12, 2016, regarding the preparation of a <br /> County Deed formally transferring title of the Humiston Park <br /> Parking Lot to the City Of Vero Beach with the condition that it <br /> remained zoned P-2 Park, and that no building could be built over <br /> the parking lot. The City of Vero Beach resisted including additional <br /> restricted language above what was already contained in the original <br /> resolution. In order to address the issues raised by the City of Vero <br /> Beach staff and to maintain the County's desired use of the parking <br /> lot, County Attorney Reingold included in the County Deed: (1) a <br /> clause requiring that the use of the parking lot be exclusively for <br /> public park purposes; and (2) a grant of the right for Indian River <br /> County to enforce the deed restriction. <br /> ON MOTION by Commissioner Davis, SECONDED by <br /> Commissioner O'Bryan, the Board unanimously approved: (1) <br /> Resolution 2016-052, approving a County Deed to the City of Vero <br /> Beach, Conveying Lots 28 and 29, Block 1, Vero Beach Estates <br /> located generally on the southwest corner of Dahlia Lane and Ocean <br /> Drive within the City of Vero Beach; <br /> Board of County Commission Meeting <br /> June 14,2016 Page 8 <br />
