---------------------------------------------------------------------------------------------------------------- <br /> and (2) authorized the Chairman to execute any and all documents to <br /> effectuate same. <br /> 11:42 B. 2017-2018 Legislative Priorities <br /> a.m. (memorandum dated June 8, 2016) 177 <br /> -(memorandum-d <br /> Assistant County Attorney Kate Pingolt Cotner updated the Board <br /> on a list of Legislative issues of concern and verified the County's <br /> position on each for the State Legislative Session scheduled to begin <br /> on March 7, 2017. Also discussed was the need to incorporate the <br /> guiding principles of: (1) the support of maintaining the integrity of <br /> County Home Rule power, both administrative and fiscal; and (2) the <br /> opposition of any unfunded mandates which would compel local <br /> governments to provide a service, program, or benefit without <br /> providing a funding source. <br /> A discussion ensued regarding previous discussions with respect to <br /> the ban on fracking, and Florida Department of Environmental <br /> Protection (FDEP) revising the water quality standards to increase <br /> the allowable amounts of certain carcinogens in our drinking water. <br /> The Board felt that the FDEP was not working in the citizens' best <br /> interest, and wishes to bring the fracking issue back to the agenda for <br /> further consideration to obtain a resolution. <br /> ON MOTION by Vice-Chairman Flescher, SECONDED by <br /> Commissioner Davis, the Board unanimously approved a <br /> preliminary priority list for the State Legislative Session for 2017- <br /> 2018, with the addition of fracking to the list of concerns and the <br /> removal of the second portion of Issue No. 6 regarding the increase of <br /> the amount distributed to local governments to be used exclusively to <br /> fund court-related technology. <br /> 14.
