Continued from Board of County Commission Meeting of June 14, <br />a.m. 2016: Health Insurance — Summary of Cost Saving <br />Recommendations <br />(memorandum dated June 8; 2016) 237-246 <br />--------------------------------------------------------------------------------------------- <br />------------ <br />(Clerk's Note: This item was heard following Item S.F. and is <br />placed here for continuity). <br />Management and Budget Director Jason Brown recalled the <br />Board's direction on February 9, 2016, for staff to report back <br />to the Board regarding potential cost-saving options to address <br />rising healthcare costs in the County's Health Insurance Plan. <br />He also stated that on June 14, 2016, the Board had tabled <br />action on this matter at the request of the International <br />Association of Firefighters (IAFF) and the Sheriffs Office, who <br />could not be in attendance. Benefit and Payroll Administrator <br />Ann Rankin, Human Resource Manager Sheila O'Sullivan, <br />Assistant Budget and Management Director Mike Smykowski, <br />and Christian Bergstrom, Gehring Group, were on hand as <br />Director Brown provided background and a comprehensive <br />overview of a two-year plan (Fiscal Years 2016-2017 and 2017- <br />2018) of recommended adjustments to the Health Insurance <br />program. Director Brown summarized the Fiscal Year 2016- <br />2017 recommendations to the plan as follows: <br />• Change from Blue Choice to Blue Options Plan <br />• Kannact Diabetes Management Program <br />• International Prescription Provider Services <br />• Post Employment Health Plan <br />• Employee Premium Adjustment (approximately $30 per <br />month this year, followed by an estimated $30 next year) <br />• Change Coverage Effective Date for New Hires <br />• Employer Premium Adjustment ($100 per month) <br />• Other Post Employment Benefits (OPEB) Advance <br />Funding (to pay retiree health costs) <br />Director Brown added that the County's grandfather status <br />under the Affordable Care Act (Obamacare) will be maintained <br />in Fiscal Year 2016-2017. <br />(Clerk's Note: there was a break from discussion from 10:13 a.m. <br />to 10:22 a.m., in order to present a Proclamation to Senator <br />Negron). <br />Board of County Commission Minutes <br />June 21, 2016 Page 12 <br />
