n <br />2009- 014 <br />AN EMERGENCY ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA, APPROVING A TEMPORARY USE <br />PERMIT ISSUED TO CDS MANUFACTURING, FOR A TEMPORARY <br />CONSTRUCTION SITE LOCATED AT 16505 20TH STREET. <br />WHEREAS, all land uses and development orders must be consistent with the comprehensive <br />land use plan; and <br />WHEREAS, if this specific use was permitted as a permanent use, it would be inconsistent with <br />the comprehensive land use plan; and <br />WHEREAS, the long range use of the property will be consistent with the comprehensive land <br />use plan; and <br />WHEREAS, this use is,temporary. and its approval is a. direct result of international, national. <br />and local economic emergencies;.and <br />WHEREAS, the latest reading of the unemployment rate for Indian River County was 15% and <br />it is anticipated that this temporary use will create up to 40 new jobs in the County; and. <br />WHEREAS, the United, States govermllent, in response to the national economic crisis, passed <br />the federal stimulus prograin lcriown as the American Recovery and Reinvestment Act. The <br />stimulus program is funding "shovel ready" construction projects throughout the country. The <br />Indian Street Bridge was ranked the No. I stimulus project by the Florida Department of <br />Transportation ("FDOT") for the State of Florida; and <br />WHEREAS, the Indian.Street Bridge project will require temporary facilities; such as a casting <br />yard, to be located within the treasure coast area; and <br />WHEREAS, an Indian Street Bridge subcontractor has identified a site in Indian River County <br />as a location for a temporary casting yard. <br />WHEREAS, the site for the proposed temporary use was recently utilized for the same or <br />similar purposes on another FDOT project; and <br />WHEREAS, the temporary use permit will terminate upon completion of the Indian Street <br />Bridge; and <br />WHEREAS, the country is facing the worst economic crisis since pre -World War II; and <br />WHEREAS, the temporary use permit will have a positive impact on the local economy; and <br />WHEREAS, passing an emergency ordinance will promote economic recovery consistent with <br />national and local objectives while maintaining comprehensive land use plan consistency when <br />the temporary use project is completed; and <br />WHEREAS, The Board,6f.CotintyComnnissioners finds that approving the temporary use <br />permit is In the vest interest of the public health, safety and welfare. <br />
