CHASTAIN�� <br />AND STAFFED <br />MANAGER OF ASSES_.$ PROJECTS <br />BY: <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: <br />PETITION FOR WATER SERVICE IN SHADY OAKS S/D <br />EAST OF 43RD AVENUE, SOUTH OF OSLO ROAD <br />INDIAN RIVER COUNTY PROJECT NO. UW -92 -19 -DS <br />BACKGROUND <br />A petition has been received for a water main extension for Shady Oaks <br />Subdivision to supply potable water to its residents. We are now <br />coming to the Board of County Commissioners to seek approval to begin <br />design of the above project. (See attached petition and plat map.) <br />ANALYSIS <br />The subdivision contains 50 lots. The 31 property owners signing the <br />petition represent 62% of the properties to be served. Thirteen <br />petitioners (26%) own properties 1/2 acre or less, and 18 of the <br />petitioners (36%) own properties in excess of 1/2 acre. <br />There are twenty-two (44%) of the lots in this project that are <br />substandard or "undersized," according to Indian River County's <br />Comprehensive Plan. The County Public Health Unit, Division of <br />Environmental Health, requires that new lots utilizing well and septic <br />systems be a minimum of 1/2 acre. If served by a public water system, <br />the lot may be reduced to 1/4 acre in size. Lots not meeting these <br />minimum standards are called "undersized lots.,, <br />The attached map displays the area to benefit from the assessment <br />project. <br />This project is to be paid through the assessment of property owners <br />along the proposed water line route. In the interim, financing will be <br />through the use of impact fee funds. Design services will be provided <br />by the Department of Utility Services. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends approval of <br />the above -listed project, in order that they may proceed with the <br />design engineering work in preparation for the special assessment <br />project. <br />ON MOTION by Commissioner Bowman, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />authorized the Department of Utility Services to <br />proceed with Project No. UW -92 -19 -DS, as recommended <br />by staff. <br />62 <br />
