a <br />PROCLAMATION <br />HONORING CHRISTOPHER MORA ON HIS RETIREMENT FROM <br />INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS <br />DEPARTMENT OF PUBLIC WORKS <br />WHEREAS, Chris Mora retired from Indian River County Public Works Department <br />effective May 31, 2016; and <br />WHEREAS, Chris Mora began his career with Indian River County as the County <br />Traffic Engineer in 1995. In 2006 Chris was promoted to Assistant Public Works <br />Director, and in 2009 he was promoted to Public Works Director and continued in that <br />capacity until his retirement. As Public Works Director, Chris was responsible for <br />directing 200 employees in nine divisions, a $25 million annual budget, a $200 million <br />capital improvement program and all activities within one of the County's largest <br />departments. Public Works is comprised of Road & Bridge, County Engineering, Fleet <br />Maintenance, Beach/Coastal Engineering, Stormwater Engineering, Land/Right-of- <br />Way Acquisition, Telecommunications, Traffic Engineering, Facilities Management <br />(from 2010) and Parks Division (until 2010); and <br />WHEREAS, Chris Mora implemented the County's Computerized Traffic Signal <br />System which has grown from 47 isolated traffic signals in 1995 to 148 <br />interconnected/coordinated signals today. Under Chris' guidance and through a series <br />of inter -governmental agreements, all traffic signals countywide were brought under <br />County operation and maintenance. Chris brought the state-of-the-art Traffic <br />Management Center to the County Administration Building where traffic signals are <br />managed from a central location. Chris acquired funding from the FDOT for many <br />roadway, intersection and traffic improvement projects. After the devastating 2004 <br />hurricane season, Chris replaced span -wire traffic signals with hurricane -resistant <br />horizontal signals mounted on steel mast arms, and installed generator -ready signal <br />cabinets for emergency power hookups. He made numerous advancements and <br />innovations in roadway, intersection and traffic signal design, signal operation and <br />timing, vehicle detection, video monitoring and congestion/incident management; and <br />WHEREAS, Chris Mora developed a fiber optic communications network which <br />benefits all County departments. Utilizing the new fiber network and signal <br />coordination techniques, Chris improved traffic flow on roads throughout the County. <br />
