Page 2 <br /> Award of Bid 2016019 <br /> BCC Agenda Item for July 12, 2016 <br /> Barth Construction, Inc. is considered to be the lowest, responsive, responsible bidder for the project <br /> with a bid totaling$1;780,074.06. Barth Construction,Inc.has completed various construction projects <br /> within the County, and has consistently performed work in a satisfactory manner. <br /> Summary <br /> Due to a funding shortfall for the project,staff offers the following options to the Board for consideration; <br /> Option 1—Award the project to the low bidder and fully fund the project as bid-$1,780,074.06. Provide <br /> additional funding in the amount of$597,073.56 from Secondary Road Cash Forward,Account No.109039- <br /> 389040. <br /> Option 2—Delete line item 01000-16000-2-Exterior Structures from both bids and award the project to the <br /> low bidder. Eliminating this line item removes the covered walkways and bus shelters at each bus bay. It <br /> should be noted that it will cost the County more than$287,000 to install the covered walkways and bus <br /> shelters in the future. The footings'for the walkways and shelters cannot be installed with the current <br /> project as a manufacturer for the structures is part of the Contractors responsibility to obtain. As such, <br /> deleting this item and installing the structures at a later date will require the removal of sidewalks to allow <br /> the installation concrete footers. The current low bidder ($287,000 for this line item) would retain the <br /> lowest bid in the amount of$1,493,074.06.The second bidder($461,328.25 for this line item)would retain <br /> the second lowest bid in the amount of$1,723,793.996.For this option,additional funding in the amount of <br /> $310,073.56 is available from Secondary Road Cash Forward,Account No. 109039-389040. <br /> Option 3—Reject both bids,direct staff to analyze the current design to reduce costs,and report back to the <br /> Board with an anticipated cost savings for redesign of the project. <br /> FUNDING <br /> Partial funding is budgeted and available from the following account: <br /> MPO/Planning/Transit Hub Project Account No 12420415-066510-10802 <br /> - - T ($1,183,000.50) <br /> RECOMMENDATION <br /> Staff recommends Option 1 to the Board, with the provision that a Notice to Proceed is not issued to <br /> the Contractor until grant funding from FDOT has been procured. <br /> With options 1 or 2, staff also recommends the Board approve the attached agreement and authorize <br /> the Chairman to sign after review and approval of the agreement and the public construction bond by <br /> the County Attorney as to form and legal sufficiency and after receipt and approval of the required <br /> insurance by the Risk Manager. <br /> F-\Public Works\ENGINEERING DIVISION PROJECTS\I 330-GoLine Bus Transfer Hub Facii]iry\Admin\agenda items\BCC Agenda Memo Award of 270 <br /> Bid 1330 063016(2).doc <br />
