E. support staff or services including any county -funded support staff located in the offices of the <br />circuit court, county courts[.]" This year's budget request includes the continuation of four <br />• positions: one systems architecture analyst, one senior network support analyst, two desktop support <br />technician, one system support analyst. In addition, this request includes: hardware, software, <br />network maintenance and repair necessary to maintain operations of the court. The statutory two <br />dollar surcharge paid to the clerk of the circuit courts pursuant to §28.24(12)(e)l., Florida Statutes to <br />fund court related technology should fund the majority of this budget item. <br />It is important to note that the Judicial Branch in it Legislative Budget Request (LBR), did ask for <br />approximately 25 million to support, refresh and expand technology. That portion of the Branch's <br />request did not make it into either the House or Senate budgets. <br />F. Separate County Expenses: Pursuant to Article V of the State Constitution and section 29.008, <br />Florida Statutes. These items are county specific. This budget request includes $5,000.00 for <br />wiring for technology improvements. <br />G. Local Options: Article V of the State Constitution and sections 29.008, 938.19, and 939.185, <br />Florida Statutes allows for the courts to request local options for funding that are necessary for the <br />courts to operate effectively and efficiently. Funding for these local options is not requested from <br />general revenue. <br />1. Teen Court/Juvenile Diversion: The 19th Judicial Circuit continues to operate Teen Court <br />and Juvenile Diversion Programs and is requesting the use of Teen Court Trust Fund <br />reserves to proportionally reduce the amount of money requested from each county in this <br />• 16/17 budget request while maintaining services. Funding from section 939.185 funds is <br />requested to continue funding positions and contract dollars for juvenile diversion <br />programs. In calendar year 2015, 107 children and their families received services in <br />Indian River County. <br />2. Mediation: This budget requests the continuation of funds to support mediation and <br />compensate mediators for small claims mediations. This request asks for funds from the <br />mediation trust fund established prior to Article V, revision 7, and for those funds to apply <br />to the 16/17 budget according to the detail attached. <br />3. Drug Court and Mental Health Court: This budget submission includes a request to <br />continue use of Court Innovations fund money collected pursuant to section 939.185, <br />Florida Statutes, to fund two case manager positions to support problem solving court <br />functions throughout the circuit. Funds collected pursuant to §939.185(l)(a)l., "shall be <br />allocated to fund innovations to supplement state funding for the elements of the state <br />courts system identified in s. 29.004 and county funding for local requirements under s. <br />29.008(2)(a)2." This year the Judicial Branch's LBR requested additional case <br />management positions and resources. This item was not in both the House and Senate <br />Budgets. <br />4. Trial Court Law Clerk: This budget submission includes a request to continue use of <br />Court Innovations fund money collected pursuant to §939.185, Florida Statutes, to fund a <br />• trial court law clerk position to support our judges.
