IRC Courthouse Project - Closed Circuit Video/Voice <br />Transmission System <br />The Board reviewed the following memo dated 7/7/92: <br />DATE: JULY 7, 1992 <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: H.T. "SONNY" DEAN, DIRECTO <br />DEPARTMENT OF GENERAL SERV <br />I&W <br />SUBJECT: INDIAN RIVER COUNTY COURTHOUSE PROJECT <br />CLOSED CIRCUIT VIDEO/VOICE TRANSMISSION SYSTEM <br />BACKGROUND: <br />At the present time, there is a Closed Circuit Video/Voice <br />Transmission System installed at the Courthouse and Jail that allows <br />First Appearances, and Arraignments to be conducted by the judges <br />without transporting prisoners between the two locations. The <br />video/voice signal is transmitted via microwave. This system has <br />been a very successful means of saving transportation and personnel <br />cost on a daily basis. Monies for a similar system are included as a <br />line item in the new courthouse budget. <br />The microwave system we now have has not been reliable because of <br />high maintenance and intermittent signal due to interference from <br />airplane traffic as the signal is being transmitted across the <br />airport. Also, thunder storms have a very negative affect on this <br />type signal. The present system has two channels which provides for <br />only one procedure to be conducted at a time. <br />The new courthouse program calls for the capability of at least two <br />procedures simultaneously and facilities for expansion into all the <br />courtrooms in the future. <br />Staff has determined that at least two alternatives exist to meet <br />transmission requirements for the desired system. They are: <br />1. Lease dedicated telephone lines from Southern Bell for <br />point-to-point transmission. <br />2. Lease dedicated cable from United Artist Cable for <br />point-to-point transmission. <br />18 <br />7-1 <br />
