J U L 14 1992 II, <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Bowman, that the <br />Board acknowledge and approve the Certification <br />of Financial Responsibility regarding the deep <br />injection well at the County Landfill, as <br />recommended by staff. <br />Under discussion, Commissioner Bowman felt that for that kind <br />of money we could buy a lot of wasteland in the western part of the <br />county to start building a marsh where we could put our effluent <br />forever and ever. <br />Director Pinto explained that even if we do a wetlands/marsh <br />project, we still are required to have an alternative. <br />Commissioner Bowman admitted that a marsh project is a long- <br />range plan, but she still felt we need to be thinking about it, and <br />Director Pinto advised that we are looking at the long range <br />scenario, but the dollar cost of this deep well is 3-4 times less <br />than an effluent marsh. He stressed that we are not spending any <br />money now; we just are saying that if we have to plug this at some <br />point, we are committing to doing that. <br />Commissioner Scurlock pointed out that we are incurring <br />$350,000 in engineering fees. He had the same concerns about deep <br />well injection as Commissioner Bowman, but felt it is the <br />appropriate alternative at this point. <br />Commissioner Bowman asked how we made out during last month's <br />22 inches of rainfall, and Director Pinto advised that we had <br />major, major problems trying to get rid of the effluent. He would <br />prefer to pursue the wetlands/marsh alternative, but it is a matter <br />of what we can afford. <br />54 <br />
