THE CHAIRMAN CALLED FOR THE QUESTION. The <br />Motion failed by a vote of 2-1 (Commissioner <br />Bowman dissenting); a unanimous vote being <br />needed with only three Commissioners present. <br />Commissioner Scurlock urged the Board to reconsider this again <br />in August with all four Commissioners in attendance because this <br />stops the permitting process. <br />Attorney Collins advised that may be done, and Director Pinto <br />said that staff would bring it back to the Board at a later date. <br />Commissioner Bowman stressed that this is the only opportunity <br />she has had to bring to everyone's attention the possibility and <br />feasibility of establishing an effluent wetlands/marsh project <br />similar to the one in the Ft. Christmas area which she feels is <br />just fabulous. She still maintained that we should chuck the deep <br />well injection and go for a long-range plan of a wetlands/marsh for <br />the disposal of effluent. <br />Administrator Chandler advised that this matter will come back <br />at the August 4, 1992 meeting when four Commissioners will be <br />present. <br />Commissioner Bowman wished to point out that no good <br />environmentalist will ever vote for deep well injection. She felt <br />we need the courage to go ahead with a wetlands/marsh project. <br />Director Pinto emphasized that we already have committed the <br />County to using effluent and that the deep well is just an <br />alternative required by the State. <br />CLOSURE OF DEVELOPER'S AGREEMENT - SEXTON PROPERTIES OF VERO <br />BEACH, INC. <br />The Board reviewed the following memo dated 7/1/92: <br />55 <br />1 JUL <br />14 1 <br />
