• Costs to support the hiring of sworn public safety officers for the purposes of fulfilling traditional <br /> public safety duties or to supplant traditional public safety positions and responsibilities <br /> • Activities and projects unrelated to the completion and implementation of the EMPG Program <br /> In general, Sub-Recipients should consult with their Grant Manager prior to making any investment <br /> that does not clearly meet the allowable expense criteria established in this Guidance. <br /> IV. Environmental Planning and Historic Preservation (EHP) Compliance <br /> As a federal agency, FEMA is required to consider the effects of its actions on the environment and/or <br /> historic properties to ensure that all activities and programs funded by the agency, including grants- <br /> funded projects, comply with federal EHP regulations, laws and Executive Orders as applicable. Sub- <br /> Recipients proposing projects that have the potential to impact the environment, including but not <br /> limited to construction of communication towers, modification or renovation of existing buildings, <br /> structures and facilities, or new construction including replacement of facilities, must participate in the <br /> FEMA EHP review process. The EHP review process involves the submission of a detailed project <br /> description that explains the goals and objectives of the proposed project along with supporting <br /> documentation so that FEMA may determine whether the proposed project has the potential to impact <br /> environmental resources and/or historic properties. In some cases, FEMA also is required to consult <br /> with other regulatory agencies and the public in order to complete the review process. The EHP <br /> review process must be completed and approved before funds are released to carry out the proposed <br /> project. FEMA will not fund projects that are initiated without the required EHP review. <br /> Additionally, all Sub-Recipients are required to comply with FEMA EHP Policy Guidance. Other Conditions <br /> Vehicles <br /> • Written approval from the Director of the Division must be obtained prior to the purchase of any <br /> motor vehicle with funds provided under this Agreement. In the absence of such approval, the <br /> Division has no obligation to honor such reimbursement request. Any trade-in or resale funds <br /> received relating to any vehicle purchased under this subgrant is program income and must be <br /> applied toward the Sub-Recipient's EMPG Base Grant expenditures. <br /> Food and beverages <br /> • Food and beverages may be purchased for Emergency Management personnel and other <br /> personnel only if the Sub-Recipient's Emergency Operation Center or field command office is in <br /> an activated status and personnel receiving food/beverage are on duty at either of these <br /> locations. Purchases may be made only under(1)An Executive Order issued by the Governor, <br /> (2) a State of Emergency appropriately declared by local officials in response to an emergency <br /> event or threat or(3) the Division may consider additional request. The request would need prior <br /> approval from Department of Financial Services and the Division. For more information, ask your <br /> grant manager. <br /> 39 <br />
