CHAST <br />AND STAFFED MANAGER OF ASSES NT PROJECTS <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: 12TH STREET WATER SERVICE PROJECT <br />RESOLUTION IV AND FINAL ASSESSMENT ROLL <br />INDIAN RIVER COUNTY PROJECT NO. UW -90 -09 -DS <br />BACKGROUND <br />On June 18, 1991, the Indian River County Board of County <br />Commissioners approved Resolution 91-67, for the preliminary <br />assessment roll on the above -referenced project. Construction of <br />this project has been completed. The assessment roll has not only <br />been modified to reflect the final construction cost, but also <br />reflects the removal of one street from the project (34th Avenue). <br />The removal of 34th Avenue from the project was due to a lack of <br />cooperation on the part of a few homeowners, who would not allow the <br />construction of the proposed water main on their private road. This <br />portion of the 12th Street project can be redesigned, utilizing <br />existing back -lot easements at a negligible cost. We have begun <br />customer connections on the remainder of the project and are now <br />requesting the Board of County Commissioners' approval of the final <br />assessment roll and the creation of a separate assessment district <br />for 34th Avenue water installation only. (See attached minutes and <br />Resolution No. III.) <br />ANALYSIS <br />The preliminary assessment was for a total estimated project cost of <br />$827,825.00, which equated to ± $0.0790 per square foot of property <br />owned. The final assessment (see attached Resolution IV and the <br />accompanying assessment roll) is in the amount of $765,950.83, which <br />equates to a cost of $0.075680 per square foot of property. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the adoption of Resolution IV <br />and authorize the Utilities Department to create an assessment <br />district for 34th Avenue. This is to include authorization for <br />additional surveying, engineering design, and assessment of all <br />costs to the property owners on 34th Avenue. <br />30 <br />
