Zito, Assistant County Administrator <br />MEMORANDUM <br />TO: Members of the Board of County Commissioners <br />March 3, 2014 <br />SUBJECT: House Bill 301 — Medical Examiners <br />Roger E. Mittleman, Chief Medical Examiner for District 19, Office of the Medical Examiner, <br />has provided notification of House Bill 301 (attached) which states that district medical <br />examiners may not charge a fee for examinations, investigations or autopsies. <br />The Office of the Medical Examiner, District 19, includes the counties of Martin, St. Lucie, <br />Okeechobee, and Indian River. Indian River County provides approximately 25,8% of the total <br />District 19 budget during the current fiscal year. <br />House Bill 301willcause a- significant budget- shortfall for the operations of the Office of the <br />Medical Examiner. It is estimated that the proposed legislation would have an annual impact of <br />about $60,000 on Indian River County's general fund to make up our share of this shortfall This <br />will place an additional burden on the general public rather than receiving this funding from <br />those that use the services. <br />Staff recommends opposition to House Bill 301, and a resolution has been drafted for your <br />review.
