February 24, 2014 <br />Project: Request for Authorization to Advertise for a Request for Qualifications <br />(RFQ) forHousingInspection Services <br />It is requested that the following information be given formal consideration by the Board of <br />County Commissioners at regular meeting of March 4,'2014. <br />BACKGROUND <br />Currently, Indian River County manages several different affordable housing programs. One <br />major component of those programs is rehabilitation of existing housing units. For each major <br />home rehabilitation project, there is a need for the county to use work write-up and housing <br />inspection services to ensure that bids submitted by contractors for rehabilitation work is <br />necessary, adequately scoped, and reasonably priced. <br />Currently, only one firm is actually bidding on housing inspection jobs. In order- to increase <br />competition and ensure availability of services, staff is seeking to qualify more firms through <br />ANALYSIS. <br />• Mousing Rehabilitation Program <br />The State Housing Initiatives Partnership (SHIP) Program assists income eligible households <br />with - housing rehabilitation projects. _Through the SHIP program, the county assists with <br />emergency rehabilitation such as replacing -a failed septic tank, minor rehabilitation such as <br />roof replacements, and major rehabilitation projects which require work write-ups from an <br />SmeadSoft Reprint Date: Wednesday, December 14,2016 - 11:53:34 - BCC:1826 Attachment Id 1, Page 59 <br />
