inspector. Currently, the SHIP Program handles roughly 10 major rehabilitation projects per <br />.li,. year. For major rehabilitation projects, a housing inspector is needed to inspect the house, <br />determine the rehabilitation work activities needed to bring the house up to current code, <br />produce a work write-up, and perform follow-up duties to oversee work performed by the <br />rehabilitation contractor. <br />Prior to 2012, the county used Building Division inspectors to perform_ rehabilitation project <br />inspection services. For some time, Building Division inspectors performed rehabilitation <br />inspections, with the housing programs reimbursing the Building Division for the inspectors' <br />time. Later, when building activity declined and the County's housing rehabilitation activity <br />increased, one of the Building Division inspectors wasassignedto rehabilitation inspection <br />Later, however, the situation changed. With the reduction of SHIP funding, it was no longer <br />feasible to have a full time staff rehabilitation inspector. At the same time, staff changes in <br />the Building Division made it necessary for the full time rehabilitation inspector to resume <br />normal Building Division duties. For those reasons, the County, in 2012, issued a Request for <br />Qualifications (RFQ) to solicit the services of several building inspection firms to perform <br />inspection services for SHIP. From that group of qualified inspectors, staff requests <br />inspection -services price quotes for each major rehabilitation project. The inspection firm <br />with the lowest quote is then chosen to perform the housing inspection services for the <br />In response to the 2012 RFQ, the county received four qualification packages. Those <br />qualification packages were received from the following inspection firms: <br />- ALMM, LLC <br />- My Licensed Roofer, LLC (McAlhany Construction) <br />- Schulke, Bittle and Stoddard, LLC <br />- Universal Engineering Sciences, Inc. <br />Consistent with county procurement requirements, a county assigned selection committee <br />reviewed and evaluated all of the submittals and found that all four firms were qualified to <br />perform rehabilitation inspection work. On March 13, 2012, the Board: <br />• Approved the selection committee's list of pre -qualified building inspectors for <br />housing program inspection services. <br />• Authorized the chairman to sign the agreements with building inspectors. <br />+ Authorized the Community Development Director or his designee to solicit bids for <br />each inspection job, execute work orders, and manage the process. <br />In 2012, all four above referenced firms signed housing inspection service agreements with <br />the County. At first, two of the four pre -qualified firms submitted bids on major rehabilitation <br />house inspection jobs (ALMM, LLC, and My Licensed Roofer, LLC). In the last ten months, <br />however, only ALMM, LLC, has submitted bids.
