Submittals will be received from qualified__ entities to__carry _out _Indian RiverCounty- <br />Housing ProgramRehabilitationWork Inspection Services. Work includes single family <br />residential property inspection services as a part of Indian River County's housing <br />programs. Qualified entities are those individuals or corporations having a Department <br />of Business and Professional Regulation (DBPR) License in building or building <br />(structural) inspector categories. The county anticipates prequalifying more than one <br />contractor/building inspector to perform housing program inspection services. Foreach <br />inspection _project, the county will request price quotes from the pre -qualified <br />contractors/building inspectors. The contractor/building inspector with the lowest <br />most responsive and responsible quote will be chosen to perform the housing <br />inspection services for the project. Firms that have a current contract with the county <br />for housing inspection services do not need to re- apply. <br />[1 LOCATION: Indian River County, Florida <br />The County, through its various housing programs, is involved with rehabilitation of <br />single-family homes. For this _rehabilitation work, a qualified contractor/building <br />inspector must inspect each house prior to purchase or -prior -to approval of an owner <br />occupied home rehabilitation loan application to determine if the house is structurally <br />sound and can be rehabilitated. The inspector must then determine the type and <br />amount of rehabilitation work needed, prepare a detailed work write-up and cost <br />estimate of the rehabilitation work that needs to be done, review contractor bids, <br />approve change orders, inspect completed work and prepare punch lists, and verify that <br />the job is complete and that payment to the contractor can be processed. While the <br />number of rehabilitation projects varies, the average is about 10 per year. <br />Indian River County is an urbanizing county in East Central Florida, encompassing <br />approximately 543 square miles. The 2013 population of the county was 139,586. <br />About 35% of those residents live in one of the county's five municipalities, while the <br />remainder of the residents live in the unincorporated area of the county. <br />Currently, the county has housing programs that involve rehabilitation work activities. <br />Through those programs, the county bids out rehabilitation_ work, contracts with <br />builders for the work, inspects completed work, and pays contractors'_ invoices. <br />At this time, the County is requesting qualification packages from properly licensed <br />contractors/building inspectors (DBPR's license in the building or building (structural) <br />inspector category) interested in participating in the County's Housing Programs.
