inspections, knowledge of building techniques and building materials, the ability to <br />prepare rehabilitation --project work write-ups/bid specifications, the ability to <br />communicate tactfully to contractors, builders, and owners, and the ability to read and <br />understand construction plans. <br />For each rehabilitation project: <br />• The contractor/building inspector visits the house for an initial inspection to <br />inspect all major systems of the identified house (roof, structure, plumbing, <br />electric, HAVC, septic, foundation, etc.) and to determine if the house is <br />structurally sound and if it can be rehabilitated, and to determine generally <br />what needs to be done to rehabilitate the housing unit. <br />• The contractor/building inspector also takes before digital pictures and <br />provides those pictures to the county with the -initial -inspection report. <br />• After receiving notice from the county, the -contractor/building inspector <br />performs a detailed inspection, prepares a detailed work write-up (work to <br />be done must meet the county's Local Housing Assistance Plan <br />requirements, as well as requirements of the Minimum Standards for <br />Rehabilitation of Residential Properties, copy attached),_ prepares a- cost <br />estimate, and submits the work write-up and cost estimate to the county <br />staff (a sample work write-up is attached). <br />• The contractor/building inspector is prohibited from providing his or her <br />cost estimate to anyone except county staff prior to bid opening. <br />• The contractor/building inspector _ conducts a pre-bid walk-thru for <br />rehabilitation contractors interested in bidding on the project. <br />• The contractor/building inspector reviews bids submitted for the project and <br />provides comments to county staff. <br />• The contractor/building inspector reviews and approves any change orders <br />submitted for the project. <br />• After the rehabilitation contractor completes the job, the <br />contractor/building inspector visits the job and prepares a punch list of <br />• When there is a request for payment, the contractor/building inspector <br />inspects the work and determines if the job was done satisfactorily. <br />• The contractor/building inspector also takes after digital pictures and <br />provides those pictures to the county. <br />• The contractor/building inspector will be the main contact person between <br />the homeowner and the contractor performing rehabilitation work activities. <br />SmeadSoft Reprint Date: Wednesday, December 14,2016 - 11:53:44 - BCC:1826 Attachment Id 1, Page 64 <br />
