Indian River County 1 Impact Fee Update Study <br />Cost Component <br />This appendix presents the detailed calculations for the cost component of the <br />transportation impact fee update. Backup data and assumptions are provided for all cost <br />variables (for county and state roads), including: <br />• Design <br />• Right -of -Way <br />• Construction <br />• Construction Engineering/Inspection <br />• Roadway Capacity <br />Urban Design vs. Rural Design <br />Due to a lack of roadway construction data for rural -design roadways, the cost per lane mile <br />for these types of roads was calculated using an adjustment factor. This factor was based <br />on the rural -to -urban design cost ratio from the most recent District 7 Long Range Estimates <br />(LRE) provided by FDOT. Based on the LRE, the cost for rural -design roadway capacity <br />expansion (new road construction or lane addition) is approximately 83 percent of the cost <br />of urban -design roadway improvements.
