Indian River County 1 Impact Fee Update Study <br />Design <br />County Roadways <br />The design cost factor for county roads was estimated as a percentage of the construction <br />cost per lane mile. This factor was determined through a review of the design -to - <br />construction cost ratios for county road unit costs in previously completed impact fee <br />studies throughout Florida. For county roadways, the design factors ranged from 6 percent <br />to 14 percent, with a weighted average of 10 percent.
