Indian River County 1 Impact Fee Update Study <br />Level -of -Service <br />As presented in Table 11-3, there is a relation between population growth and the need for <br />correctional facilities. Table 11-3 presents the average daily jail population over the last ten <br />years, along with the corresponding population. Using this method, Indian River <br />County's current achieved LOS is 4.14 beds per 1,000 residents. The County's current <br />adopted LOS standard for correctional facilities is 4.5 beds per 1,000 residents. Given that <br />the achieved LOS is lower than the adopted standard, impact fee calculations for <br />correctional facilities are based on the achieved LOS. As mentioned previously, for impact <br />fee calculations, the LOS should be measured using functional population to capture <br />workers, visitors, and residents to calculate the correctional facilities impact fee. In terms <br />of functional population, the current LOS is 4.37 beds per 1,000 functional residents.
