2200 LAWS OF FLORIDA <br />local improvements as defined in Section 59 of this Act and to <br />defray the whole or any part of the cost or expense thereof by spe- <br />cial assessment, it shall so declare by ordinance, stating the neces- <br />sity for and the nature of the proposed improvement, and what part <br />or proportion of the expense shall be paid by special assessment; by <br />what method said special assessment shall be made; what part, if <br />any, shall be paid out of the general fund of the City, and shall <br />designate the district or lands and premises upon which the special <br />assessments shall be levied. It shall be stated in said ordinance the <br />total estimated cost of the improvement and the method of payment <br />of assessments and the number of annual installments into which <br />said assessments shall be divided. <br />Section 61. .At the time of passing the ordinance hereinbefore <br />provided for, there shall be on file in the office of the City Clerk <br />plans, specifications, estimates and profiles of the proposed im- <br />provement, and such plans, specifications, estimates and profiles of <br />the proposed improvement shall be open to the inspection of the <br />public. <br />Section 62. Tho ordinance thus adopted shall be published once <br />a week for two successive weeks and shall be certified to by the City <br />Clerk, who shall thereupon proceed to make an assessment roll in <br />accordance with the method of assessment provided for in said <br />ordinance, which assessment roll shall be completed and filed with <br />the City Council of said City as promptly as possible ; said assess- <br />ment roll shall show the lots and lands assessed, the amount of the <br />assessment against each lot or parcel of land, and, if said assessment <br />is to bo paid in installments, the number of annual installments into <br />which the assessment is divided shall also be entered and 'shown <br />upon said assessment roll; but in no case shall said installments be <br />for any greater number of years than twenty years. <br />Section 63. Upon the completion of said assessment roll, the City <br />Council shall cause a copy thereof to be published two times suc- <br />cessively, once each week, in a newspaper of general circulation pub- <br />lished in Indian River County, Florida, and in the publications of <br />said assessment roll the said City Council shall cause to be attached <br />to the copy of the assessment roll published a notice directed to all <br />property owners interested in said assessment of the time and place <br />where complaints will be heard with reference to said assessment, and <br />when said assessment roll will be finally approved and confirmed <br />by the City Council of said City sitting as an equalizing board. <br />Section 64. At the time and place named in the notice provided <br />for in the preceding section, the City Council of said City shall meet <br />
