• <br />• <br />• <br />LAWS OF FLORIDA 2199 <br />chaser a certificate substantially in the form provided by law for <br />State and County Collectors and shall prepare in duplicate a re- <br />port of tax sales of real property for each year, one of which he <br />shall retain and one shall be filed in the office of the Clerk of the <br />Circuit Court for the County of Indian River for record. At all <br />sales of land for unpaid City taxes, in the absence of purchasers <br />therefor, the lands shall be bid in by the City Tax Collector for the <br />City, and certificate issued accordingly. The City Tax Collector <br />shall proceed with the collection of taxes on personal property, like- <br />wise substantially in the same manner as provided by law for State <br />and County Tax Collectors. <br />Section 58. After the review and equalization of the City As- <br />sessment Roll in each year, the City Council shall determine the <br />amount of money to be raised by taxation upon the taxable prop- <br />erty in said City, both real and personal, which amount shall not <br />be more than twenty mills on the dollar on the total valuation of <br />the taxable real and personal property in said City for general <br />City purposes, but the City Council may levy such additional tax <br />or taxes as may be necessary for the construction, repair and (or) <br />maintenance of City buildings; for fire protection; for City light- <br />ing; and for the construction, repair, improvement and (or) main- <br />tenance of streets and sidewalks; and a tax of not to exceed two <br />mills on the dollar upon all the taxable property in said City for <br />the purpose of public amusement, entertainment, publicity and ad- <br />vertisement of said City. The City Council shall also levy such <br />additional tax or taxes as may be necessary to pay the interest and <br />to provide a sinking fund for the payment of the principal of any <br />bonded or other indebtedness of said City. <br />Section 59. Tho City Council shall have power by ordinance to <br />provide for the construction and reconstruction, repair, paving, acid <br />repaving, hardsurfacing and rehardsurfacing of streets, boulevards <br />and alleys; for grading and regrading, leveling, laying and relaying, <br />paving and repaving, hardsurfacing and rehardsurfacing of side- <br />walks; for the construction and reconstruction of curbs; for the <br />construction and reconstruction of drains, ditches, sanitary sewers, <br />storm sewers, white way lighting systems, and all things in the <br />nature of local improvements; and for the payment of all or any <br />part of the cost of any such improvement by levying and collecting <br />special assessments on the abutting, adjoining, contiguous or other <br />specially benefited property, in proportion to the benefits to be <br />derived therefrom. <br />Section 60.
