McCoy, AICP; Chief, Current Development <br />FROM: Ryan Sweeney; Senior Planner, Current Developmen <br />DATE: September 2, 2016 <br />SUBJECT: Willows Development, LLC's Request for Final Plat Approval for a Plat -Over Site Plan <br />Single -Family Development to be known as The Willows Phase 1 [SD -15-09-08 / <br />2006010188-77191] <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of September 20, 2016. <br />DESCRIPTION & CONDITIONS: <br />The Willows Phase 1 subdivision is the first phase of a two-phase plat -over site plan project. Phase 1 <br />consists of 43 single-family lots on 11.27 acres, and is located at the northeast corner of 74th Avenue <br />and 16' Street. The property is zoned RM -8, Residential Multiple -Family (up to 8 units/acre), and has <br />an M-1, Medium Density Residential (up to 8 units/acre) land use designation. The density for The <br />Willows Phase 1 is 3.82 units per acre. <br />On January 14, 2016, the Planning and Zoning Commission granted major site plan and preliminary <br />plat approval for The Willows. As of this time, the applicant has built 77.99% of the required project <br />improvements, and has "bonded -out" for the remaining 22.01 % of the required improvements. <br />The applicant has submitted the following: A <br />1. A final plat in conformance with the approved preliminary plat; <br />2. An Engineer's Certified Cost Estimate for the remaining required improvements; <br />3. A Contract for Construction of remaining required improvements; and <br />4.
