Future Land Use Policy 10.5 <br />For this administrative rezoning request, the most important <br />consideration is Future Land Use Policy 10.5. Future Land Use <br />Policy 10.5 states that, by 1990, Indian River County shall <br />initiate action to rezone property to conform to the land use <br />designations identified on the adopted Future Land Use Map. <br />This request is not only consistent with policy 10.5; the rezoning <br />action is mandated by that policy. Through this rezoning action, <br />zoning throughout the unincorporated county will be made consistent <br />with the adopted Future Land Use Map land use designations. <br />Although policy 10.5 established a deadline of 1990 to implement <br />the administrative rezoning process, that deadline was not met for <br />one major reason. That reason was that the county's plan was not <br />found in compliance until August of 1991, and staff knew that <br />changes necessary to brim* the plan into compliance would, <br />themselves, require massive rezonings. Consequently, it was <br />determined that doing the administrative rezonings prior to a <br />compliance finding for the plan would be premature and inefficient. <br />Although the county's zoning has not been completely consistent <br />with the Future Land Use Map since plan adoption, the plan's <br />policies have been implemented pursuant to the provisions of policy <br />10.5. <br />- Future land Use Policy 1.5 <br />Future Land Use Policy 1.5 identifies appropriate uses and <br />densities for conservation land. The Future Land Use Map <br />identifies these areas within the county which, by their nature, <br />are designated as conservation. This request will establish <br />conservation zoning consistent with its corresponding land use <br />designation. That action will implement policy 1.5. <br />- Future Land Use Policy 1.8 <br />Future Land Use Policy 1.8 states that certain types of development <br />are permitted within agriculturally designated lands. The Future <br />Land Use Map, as adopted, provides a variety of agricultural <br />designations with varying residential densities. This request will <br />make the appropriate zoning districts for agricultural lands <br />consistent with the corresponding agricultural land use <br />designations, implementing policy 1.8. <br />- Future Land Use Policy 2.5 <br />Future Land Use Policy 2.5 requires the county to utilize its <br />zoning and other regulations to encourage and direct growth into <br />the urban service area. Since this request will rezone areas which <br />are curently inconsistent with the Future Land Use Map, it will <br />encourage development of those lands located within the urban <br />service area. It is staff's position that this request is <br />consistent with Future Land Use Policy 2.5. <br />- Future Land Use Policy 2.6 <br />Policy 2.6 requires all development, except agricultural uses, <br />residential uses with less than .2 units/acre, and recreation - <br />open space uses to be located within the Urban Service area (USA). <br />Currently, there are areas outside of the USA which have an AG -1, <br />Agricultural - 1 land use designation (up to 1 unit/5 acres) but <br />have a zoning designation allowing higher densities. <br />The purpose of this administrative rezoning is to assign the <br />appropriate zoning to each parcel in the county based on the <br />parcel's corresponding land use designation.
