F— <br />J U L 211992 <br />BOOK, 62Y N' t E c3;D <br />- Future Land Use Policy 10.6 <br />Similar to Policy 10.5 stated above, Future Land Use Policy 10.6 <br />requires the elimination of inconsistencies between the <br />comprehensive plan and the county's development regulations. The <br />county's Land Development Regulations were adopted on September 11, <br />1990, consistent with policy 10.6. This administrative rezoning <br />will eliminate existing inconsistencies between the current zoning <br />districts and the county's adopted Future Land Use Map. <br />- Future Land Use Policy 16.1./Coastal Management Policy 11.4 <br />Both Future Land Use Policy 16.1 and Coastal Management Policy 11.4 <br />require a maximum density of 3 units/acre for land located in the <br />Coastal High Hazard Zone (CHHZ). The Comprehensive Plan identifies <br />CHHZ areas within the county and assigns a maximum density of 3 <br />units/acre to those areas. Currently, a portion of the north <br />barrier island is zoned for 6 units/acre, but has a land use <br />designation allowing only 3 units/acre. This request will assign <br />a 3 unit/acre zoning district to this part of the county. <br />Therefore, the requested zoning is consistent with Future Land Use <br />policy 16.1 and Coastal Management policy 11.4. <br />- Conservation Policy 4.3 <br />Conservation Policy 4.3 requires the county to establish low <br />density land uses for areas which are flood prone, with the <br />exception of existing lots of record of a higher density. This <br />request will reduce zoning densities in those areas considered to <br />be flood prone areas. <br />It is staff's position that the requested rezoning will be <br />consistent with the goals, objectives and policies of the <br />Comprehensive Plan. <br />Compatibility with the Surrounding Area <br />Compatibility is not an issue with this request, since the <br />administrative rezoning action is being undertaken to make the <br />county's zoning atlas consistent with its land use map, and the <br />land use map was developed using compatibility as a major <br />criterion. Because the county's future land use map reflects a <br />pattern of uses that ensures land use compatibility, the zoning <br />proposed by this action will also result in compatibility. <br />ALTERNATIVES <br />With this proposed rezoning, there are essentially no alternatives. <br />Since state law requires that the zoning designation of each parcel <br />in the county be consistent with its underlying land use <br />designation, the rezoning must occur. If problems are identified <br />during this process with respect to one or more parcels, the Board <br />of County Commissioners can recommend that a comprehensive plan <br />amendment be considered for those parcels. Even in such a case <br />though, the parcel's zoning must be changed at this time. <br />While the county has no option other than rezoning those parcels <br />where the zoning and land use designations are inconsistent, the <br />Board of County Commissioners does have limited alternatives. <br />These are as follows: <br />10 <br />
