Mehta, P.E. <br />Managing Director <br />Solid Waste Disposal District <br />Indian River County <br />1325 74th Avenue SW <br />Vero Beach, Florida 32968 <br />Subject: Proposal for Additional Site Redevelopment Assessment Activities <br />Former South Gifford Road Landfill <br />Vero Beach, Indian River County, Florida <br />Dear Mr. Mehta: <br />Geosyntec Consultants (Geosyntec) is pleased to submit this letter proposal to the Indian River <br />County (IRC) Solid Waste Disposal District (SWDD) to provide professional services for <br />additional assessment activities associated with the ongoing redevelopment evaluation of the <br />Former South Gifford Road Landfill located in Vero Beach, Indian River County, Florida (Site). <br />The scope is intended to expand and build on the preliminary activities completed through the <br />Treasure Coast Regional Planning Council (TCRPC) under the United States Environmental <br />Protection Agency (USEPA) Brownfields Coalition Assessment Grant. The assessment activities <br />are focused on evaluation of direct exposure/human health concerns in support of planning for <br />redevelopment of the Site. As requested by IRC, this fee proposal includes budget to prepare for <br />and attend meetings, complete assessment activities on the County -owned portion of the Site <br />(southwestern 25 acres) that was not assessed as part of the preliminary work, and prepare a <br />report of the findings. This 25 -acre portion of the property is described herein as the assessment <br />area. Geosyntec has prepared this proposal (professional services as Exhibit 1) as Work Order <br />No. 10 for the Continuing Contract Agreement for Professional Services between IRC SWDD <br />and Geosyntec, dated 18 June 2013. The remainder of this letter provides an overview of the <br />project background, a description of the proposed scope of work, a budget estimate, and a <br />discussion of the schedule for accomplishment of the work described herein. <br />PROJECT BACKGROUND <br />Geosyntec conducted brownfields site assessment activities for the Site in March through June <br />2014. TCRPC funded these activities with a USEPA Brownfields Coalition Assessment Grant <br />for evaluation of eligible properties within areas that may ultimately be designated for <br />brownfields redevelopment. The overall former landfill property is a 115 -acre former trench - <br />and -fill landfill. The northern portion (approximately 55 acres) of the property is owned by <br />Indian River County (IRC) and the southern portion (approximately 60 acres) is owned by the <br />City of Vero Beach.
