ATTACHMENT A - SCOPE OF SERVICES <br />1. PHASE I <br />Task 1— Feasibility Analysis — estimated time to complete is 30 days <br />1.1 Within fifteen (15) working days from the date of execution of the contract, the Consultant <br />shall conduct a "kickoff meeting" to discuss the chain of command and communication matrix between <br />the County and the Consultant; determine procedures for data acquisition, and review target dates for <br />initiation and completion of tasks. <br />1.1.2 Develop an effective communications plan that keeps all County AMR/AMI Team members <br />and subject matter experts informed of project issues and status as the AMR/AMI initiative moves <br />forward. Help forge consensus and buy -in among County staff. <br />1.1.3 Evaluate and summarize the feasibility of AMR/AMI alternatives. <br />Task 2 — Business Case Development - estimated time to complete is 60 days <br />1.2 Develop an AMI/AMR Business Case that is inclusive of all benefits and costs applicable to <br />AMI/AMR implementation. Costs -and -benefits analysis presented in the Business Case should <br />incorporate a full system pricing mechanism that includes life cycle equipment and operating costs, <br />operating savings, associated cash flows, inflation, customer service experience, and other <br />considerations and constraints based on available information. Accuracy of meter reads, response to <br />customer challenged reads, customer leak detection and conservation analysis and creating a positive <br />image for the County should be included in the case development. Various phased and full change out <br />approaches should be considered. Included in the various approaches would be changing out meters <br />only at the end of their useful life as well as a complete retrofit of the existing systems. Also considered <br />during this phase should be whether or not to enhance a proprietary meter technology or consider <br />other non-proprietary systems that are available in the industry. <br />1.2.1 As part of the Business Case development, assess and report on the organizational impact of <br />potential AMI/AMR solutions on applicable County business processes, personnel, and technology. This <br />analysis shall include a review of current meter reading staff, billing staff, customer service staff, and <br />technical support staff in order to include recommended staffing levels required to support the business <br />plan as required in section 1.3.3. <br />1.2.2 Produce a document based on the Business Case development review process that outlines <br />differences in the estimated costs and benefits, strengths and weaknesses, intangible and definitive <br />benefits, and risks of each business case scenario. <br />Task 3 — Related Technologies, Alternative Financial Packages, Strategic Assessment — estimated time <br />to complete is 45 days <br />1.3.
