" ()RIC, YO comm,,,, -I <br />GRANT CLOSEOUT AGREEMENT <br />For <br />Neighborhood Stabilization Program (NSP 1) <br />Between <br />Florida Department of Economic Opportunity (DEO) <br />And <br />Indian River County <br />1801 27th Street <br />Vero Beach, Florida 32960 <br />ME COPY <br />,ER'sIFICATION ON LAST PAGE <br />R SMITH, CLERK <br />1 i tO t4 lab j `j <br />2.01 -, 7 <br />THIS AGREEMENT sets forth the terms for final disposition and conditions associated with the closeout <br />of Florida's Neighborhood Stabilization Program (NSP1), Grant 10DB-4X-10-40-01-F13 provided pursuant <br />to the original grant agreement dated September 11, 2009, along with modification #1 dated June 30, <br />2010, modification #2 dated February 28, 2011, modification #3 dated June 29, 2011, modification #4 <br />dated August 27, 2012, modification #5 dated January 16, 2013, modification #6 dated march 4, 2013, <br />modification #7 dated July 3, 2013, modification #8 dated December 23, 2013, modification #9 dated <br />June 18, 2014 and modification #10 dated July 29, 2014. The County certifies that to the best of its <br />knowledge: <br />• All activities as authorized by the subgrantees application, contract and any applicable <br />amendments have been completed as described in the subgrantees final Monthly Status Report <br />(MSR) in e-CDBG. <br />• No fraud, waste or mismanagement has occurred in carrying out the grant. If fraud, waste or <br />mismanagement has occurred, appropriate action has been taken to address it. <br />NSP subgrantees were statutorily required to use not less than 25 percent of the NSP grant (initially <br />allocation plus program income) to house individuals or families whose incomes do not exceed 50 <br />percent of area median income. <br />• The County has expended and met a national objective with an amount equal to or greater than <br />the total set-aside requirement for program income and the original grant, and DEO <br />acknowledges that the grantee has met the 25 percent set aside requirement. <br />Further, the County hereby acknowledges the remaining obligation(s) under the terms of the grant <br />agreement and agrees as follows: <br />• All of the applicable NSP regulations will apply to program income generated unless otherwise <br />stated in the Notice of Neighborhood Stabilization Program; Closeout Requirement and <br />Recapture (Federal Register Vol. 77, No. 228, pp 70799-70805, November 27, 2012). <br />• All records and documents pertaining to this grant will be maintained for a period of 6 years <br />after execution of this closeout agreement. All records related to the affordability of a project <br />must be maintained for 6 years after the affordability period comes to an end. Additionally, all <br />Page 1 of 2 <br />
