Board of County Commissioners Meeting Minutes - Final November 15, 2016 <br />Chairman Solari read from various documents (copy on file) to describe and <br />refute negative allegations which were made by a blogger for "InsideVero" in <br />an article published in Vero Beach 32963; and by a County resident who <br />referenced a report questioning the efficacy of the Spoonbill Marsh Wetland <br />Treatment System (Spoonbill Marsh). He provided a detailed overview of <br />Spoonbill Marsh, which treats the brine concentrate generated at the Hobart <br />Water Treatment Plant, as well as polluted water from the Indian River Lagoon. <br />Chairman Solari described the success of the project, which has resulted in <br />removal of significant amounts of nutrients from the waters and provided <br />habitat to numerous species of plants and wildlife. Concluding his <br />presentation, he invited citizens to visit the online periodical, Vero <br />Communique, for accurate information on the Spoonbill Marsh. <br />Vice Chairman Flescher spoke in support of the Spoonbill Marsh and related <br />County environmental projects. <br />B. Commissioner Tim Zorc <br />14E1 16-1021 Privately Funded Indian River Lagoon Pilot Project <br />Recommended Action: Commissioner Matter for Discussion <br />Attachments: Privately Funded Indian River Lagoon Pilot Project <br />Commissioner Zorc detailed his request for the Board to accept the offer of <br />Greenfield Resources Corporation (Greenfield), to provide a free Pilot Project <br />to clean the water that is conveyed in the canal system of the Indian River <br />Farms Water Control District (IRFWCD). <br />He stated that the County and Greenfield would be coordinating with David <br />Gunter, IRFWCD, and that engineering staff would report back to the County <br />on this project. <br />County Attorney Dylan Reingold clarified that the County's procurement <br />process would be followed if the Board subsequently decides to hire Greenfield <br />or another company to clean the water. <br />Indian River County Florida Page 13 <br />
