Board of County Commissioners Meeting Minutes - Final November 15, 2016 <br />A motion was made by Commissioner Zorc, seconded by Vice Chairman <br />Flescher, to accept the free Pilot Project offer from Greenfield Resources <br />Corporation (Greenfield), for the purpose of exploring a better way to clean the <br />State of Florida's water systems. The motion carried by the following vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Flescher, Commissioner Davis, Commissioner <br />O'Bryan, and Commissioner Zorc <br />14E2 16-1022 No Net Loss Policy for Ballfields <br />Recommended Action: Commissioner Matter for Discussion <br />Attachments: No Net Loss Policy for Ballfields <br />Commissioner Zorc suggested that an amendment be added to the County's <br />Comprehensive Plan to create a "no net loss" policy for ball fields that are <br />surplussed. He elaborated that the provision would require the County to establish <br />a comparable ball field for any County ball field which is sold or closed down. <br />Individual Board Members affirmed the Board's support for providing <br />recreational/sports opportunities for the community. They did not, however, favor <br />putting such a policy in the Comprehensive Plan. <br />Commissioner Zorc proposed dividing up the $1 million the County received from <br />the Windsor Land Swap, with $800,000 allocated for expansion of recreational <br />facilities, and $200,000 towards completing boardwalks and trails. <br />A motion was made by Commissioner Zorc, seconded by Commissioner Davis, to <br />allocate from the $1 million received from the County's land swap with Windsor <br />Properties, 80% or $800,000 for expansion of recreational facilities, and 20% or <br />$200,000 towards boardwalks and trails on existing projects. <br />Commissioner Davis stated that the "Windsor Million," was intended for active <br />recreational venues, not for conservation lands. <br />Discussion ensued, with input from County Administrator Jason Brown, regarding <br />what would be the definition for "active recreation" and the uses that the Windsor <br />revenues could be used for versus what bond dollars would be used for. <br />After further discussion, the Motion was withdrawn and Commissioner Zorc <br />announced that he would bring this matter back under Commissioner Matters. <br />Indian River County Florida Page 14 <br />
