record. SECTION 9 EXTENSION OF WATER AND SEWER SERVICES A. Contributions in aid of construction. The County requires the contribution in aid of construction through the installation of water distribution and sewage collection facili- ties by the developer with title to such facilities being trans- ferred to the County when the installation has been completed. The facilities are "on-site" and "off-site" as defined in this article. The requirement for such contributions is for the purpose of defraying the cost of the water distribution and sewage collection systems and to partially defray the cost of the hydraulic share of the systems. B. On-site facilities. Each developer shall be respon- sible for the design, installation, inspection -and testing of the g complete water distribution and sewage collection systems located in the street or streets adjoining or within the boundaries pf the developer's property. The term "complete water distribution and sewage collection systems," as used herein, shall include all component parts of a water distribution system including valves, fittings, laterals, hydrants and all appurtenances as shown upon the approved design of such water distribution system and all the components of the sewage collection system, including all collec- tion lines, manholes, force mains, lift or pumping stations, including the site for same, and all other appurtenances as shown on the approved design for installation of such sewage collection systems. The developer shall supply the County with two sets of "as built" plans. SECTION 10 OFF-SITE WATER DISTRIBUTION AND SEWAGE COLLECTION SYSTEMS A. The location, size or proposed densities of a developer's property may make such service to the property depen- dent upon the developer's extension of off-site water distribution and sewage collection facilities.
