Initial cover shall be applied at the end of each working day except the <br />working face which may be covered with temporary cover if solid waste'will <br />be placed on it within 18 hours. An intermediate cover of one (1) foot of <br />compacted earth in addition to the six (6) inch initial cover shall be <br />applied within seven (7) days of cell completion if final cover or an <br />additionallift is not to be applied within 180 days of cell completion. <br />21. The landfill shall operate on a "close as you go" basis, wherein, landfill <br />disposal .cells receive final cover on• exterior landfill surfaces as <br />sufficient area warrants final cover. The final cover from bottom to top <br />is a■ follows: <br />Forty -mil VLDPE textured membrane sheet, composite eight ounce filter <br />fabric with drainage net, eighteen inches of native cover soils, six inches <br />of top soil, and vegetative layer. consisting of sod, and seed and mulch. <br />22. Sidesteps. shall be three to four feet horizontal to one foot vertical rise <br />up to elevation 90 NOW. The top elope from 90 to 100 feet shall be <br />approximately 4 to 6 percent. <br />23. Terraces and low permeability caps shall be completed and vegetated as <br />vertical increments of 20-25 feet are achieved. <br />24. Cracks or eroded sections in the surface of any filled and covered area <br />shall be properly repaired and a regular maintenance program shall be <br />followed to eliminate pockets or depressions that may develop as refuse <br />settles. <br />25. The edge of the liner must be clearly and permanently marked or outlined by <br />staking or ocher means so that solid waste is deposited at least 10 feet <br />back from the edge of the liner. <br />26. The leachate and stormwater control systems should be properly operated, <br />and maintained, Rule 62-701.500, F.A.C. (formerly 17-701.500, F.A.C.). No <br />person shall circumvent any pollution control device or allow the emissions <br />or releases of pollutants without the applicable pollution control device <br />operating properly, Rule 62-701.300, F.A.C. (formerly 17-701.300, F.A.C.). <br />27. A recording rain gauge shall be installed, operated and maintained to <br />record precipitation at the landfill. Precipitation records shall be <br />maintained and used by the permittee to compare with leachate generation <br />rates. <br />Form 17-1.201(5) Effective November 30, 1982 Page 6 of 8. <br />
