Y41•, rti <br />17-701.500(2)(g) <br />WASTE COMPACTION AND APPLICATION OF COVER <br />Waste Compaction <br />Individual solid waste cells shall be 8 to 10 feet high with maximum 3:1 sideslopes as <br />stated in the "Method and Sequence of Filling Wastes" section. Refuse shall be spread in <br />two foot thick layers, and compacted with a minimum of three to five passes of the <br />compaction machines. A minimum in-place density of 1,000 pounds per cubic yard <br />shall be achieved. The operation shall maximize compaction to conserve airspace. An <br />annual topographic survey shall be completed, and used to determine in-place solid <br />waste densities. <br />•C' <br />Cover Requirements 1 <br />The SWDD has a competitive bid contract with an outside contractor for delivery of <br />common fill dirt and topsoil through September 1996. Additional soil material <br />contracts for provision of offsite borrow may be sought depending on landfill <br />development needs and economic feasibility. The SWDD maintains an onsite stockpile <br />of approximately 1,000 to 1,500 cubic yards to use in wet -weather situations. <br />Although cover soil is currently purchased offsite, the landfill is equipped to excavate <br />and haul cover material from onsite borrow areas\to the working face. Borrow can be <br />excavated by pan from a dewatered pit or borrow is removed from a partially <br />dewatered borrow pond by dragline and placed to the side to drain. The "dried" <br />borrow can be loaded onto an all terrain dump truck, or a scraper pan can be used to <br />pickup and haul cover material from the borrow area to the working face.
