11 <br />1 <br />1 <br />determine, in general, if the Work is proceeding in accordance with the Contract <br />Documents. The Director will not be required to make exhaustive or continuous on-site <br />inspections to check the quality or quantity of the Work. The Director's efforts will be <br />directed toward providing the County a greater degree of confidence that the completed <br />work will conform to the Contract Documents. On the basis of such visits and on-site <br />observations as an experienced and qualified design professional, the Director or his <br />designee will keep the County informed of the progress of the Work and endeavor to <br />guard the County against defects and deficiencies in the Work. <br />d. The Director and the County shall have access to the Work whenever it is in preparation <br />and progress. The Contractor shall provide facilities for such access so the Director or his <br />designee may perform his functions under the Agreement. <br />e. The Director will not be responsible for the Contractor's means, methods, techniques, <br />sequences or procedures of operation, or the safety precautions and programs incident <br />thereto, and will not be responsible for the Contractor's failure to perform or furnish the <br />Work in accordance with the Agreement. <br />f. Based on the Director's or designee's visits and evaluations of the project, the Director <br />shall issue interpretations, directives and decisions as may be necessary to administer the <br />project. His decisions relating to artistic effect and technical matter shall be final, <br />provided such decisions are within the limitations of the Agreement. <br />ARTICLE 15 - CHANGES IN THE WORK <br />a. The County or Administrator may have changes made in the Work covered by the <br />Agreement. These changes will not invalidate and will not relieve or release the • <br />Contractor from any guarantee given by him pertinent to the Contract provisions. These <br />changes will not affect the validity of the guarantee bond and will not relieve the Surety <br />or Sureties of said bond. All extra work shall be executed under conditions of the <br />original Agreement. <br />b. Except in an emergency endangering life or property, NO CHANGE SHALL BE MADE <br />BY THE CONTRACTOR EXCEPT UPON WRITTEN ORDER FROM THE <br />DIRECTOR AUTHORIZING SUCH CHANGE, AND NO CLAIM FOR <br />ADJUSTMENT OF THE CONTRACT PRICE SHALL BE VALID UNLESS THIS <br />PROCEDURE IS FOLLOWED. <br />c. In determining the values of changes, either additive or deductive, subcontractors are <br />restricted to the use of the following methods: <br />1. Where the extra work involved is covered by unit prices quoted in the Proposal, <br />the value of the change shall be computed by applications of unit prices based on <br />quantities, estimated or actual, as agreed of the items involved. <br />GC -9 <br />bp0858509.30.97 <br />
