BACKGROUND INFORMATION FOR PROPONENTS <br />IB -1 SOLID WASTE QUA_ - -NTITIFS <br />The solid waste to be disposed at the IRCSWDD Class I Landfill will consist of the Class I solid <br />waste generated within the county. Wastewater treatment sludge will continue to be accepted. <br />Hazardous and toxic waste and other special wastes prohibited by FDEP rule from disposal in <br />Class 1 landfills will not be accepted. <br />Historical data on the quantity of solid waste received at the county landfill is provided in <br />Attachment A to the Request for Proposals. A copy of portions of the most recent annual report <br />is also provided in Attachment A to this Request for Proposals. <br />There is no guaranteed solid waste quantity. The bid form is structured for Proponents to bid an <br />annual price for a tonnage of 112,600 tons/year plus or minus 25%. This corresponds to a <br />tonnage range of 84,450 tons/year to 140,750 tons/year. The applicable tipping fee will be <br />determined by the range in which the prior fiscal years (October 1- September 30) solid waste <br />quantity falls. Fluctuations of quantity on a daily, weekly, monthly, or seasonal basis shall not be <br />grounds for renegotiation of the unit price. If waste tonnages are outside of these ranges during <br />the initial 5 -year permit, then tipping fees will be negotiated between the Owner and Contractor. <br />All waste received at the landfill shall be weighed upon the platform scale at the scale house, <br />which will be operated by others. <br />IB -2 REGULATORY REQUIREMENTS <br />IB -2,1 GENERAL <br />The State of Florida regulates operation of Class I landfills to protect the health and welfare of <br />the public through the issuance of Solid Waste Facility Operation permits. Permits are issued by <br />the Solid Waste Section of the Florida Department of Environmental Regulation (FDEP) <br />provided by the Solid Waste Management Rules (Chapter 62-701 Florida Administrative Code) <br />and state and federal water and air quality rules as amended through March, 1997. The FDEP <br />operating permit and permit modification required for construction of the infill for this facility <br />has been secured by the County and a copy is attached to this contract as Attachment B. The <br />County also has current state and federal permits for water and air quality. Contractor shall abide <br />by all solid waste regulations and comply with all general and specific conditions of the <br />operations permit and infill construction permit. <br />The Contractor's services shall include, but not be limited to: <br />Furnishing all labor, equipment and materials to construct, operate, maintain and monitor the <br />IRCSWMF in compliance with all federal, state and local laws, ordinances and regulations, <br />including the rules and regulations of the EPA and all state of Florida environmental agencies. <br />Some of the individual operational tasks are as follows: routine operation engineering, surveying, <br />IB -1 <br />FinTSVNTP <br />bCQ6I7I O.2O 7 <br />
